Safe Plate is idea for allowing cables to be run in easy-to-saw cuts along the TOP of floor joists, rather than having to drill difficult to make holes much lower down in the joists and also then have to feed the cable through the holes. SAFEPLATE means you just run channels along the top of  the joists, and lay the cables on when done, finishing off by fixing the SAFEPLATE over the channels.
